I called back the number and it’s an auto insurance robo-call.

This is supposedly a company called "CPS." Regardless of their claims to a name, it's essentially a scam company who has gotten hold of your name/number and wants to *attempt* to extract your personal information and credit card numbers out of you. Their spiel is, "You've just won a Visa/MasterCard sweepstakes." Avoid them at all costs.
Call every day between 3-6, I answered finally after ignoring the calls and said Hello; a robotic voice said 'Hi'..then they disconnected?
I'm filing a lawsuit. I received over 80 calls in 1 hour. No-one should be allowed to do that. It is more than harassment, it's criminal.
have rec'd several calls from this number in the past two weeks. the person calling says they are in the dominican republic.

Call them back and press 1 to be added to their do not call list.
Answer but no voice or noise from the other end.
person said I entered to get an IPad. they had an address for me that is over 6 years old. told them to take me off their call list

Just using a Do-Not-Disturb feature that's always on with a message and no voicemail access. A list for ringing-through is set up for trusted phone numbers. Treat it as spam. donotcall.gov proven useless.
Credit card fraud in the form of a text.
